Raqlyne Buen was born on December 20, 1990. She trained at Desert Lights Gymnastics during her club career. She graduated from high school in 2009.

In 2002, Raqlyne competed level five. She finished third all-around at the State Championships. She competed level six in 2003. She finished third on vault at the Winter Sun Invitational. She won vault, floor and the all-around at the PGA Halloween Invite. She won vault at the Harvest Cup meet. At the State Championships, she placed first on vault and second all-around. Raqlyne moved up to level seven in 2004. She won vault at the Winter Sun Invitational. She won vault and the all-around at the Fiesta Bowl Invitational. At the State Championships, she placed first on vault.

Raqlyne competed level eight in 2005. She finished third on beam at the State Championships. She competed at Regionals. She moved up to level nine in 2006. She finished second on floor at the Winter Sun Invitational. At the Fiesta Bowl Invitational, she placed third on vault. Raqlyne finished second all-around at the Flagstaff Winter Classic. At the State Championships, she finished third on vault. She competed at Regionals. In 2007, Raqlyne placed first on bars at the Crystal Cup and Winter Sun Invitational. She won vault, floor and the all-around at the Fiesta Bowl Invitational. She placed third on vault at the Buckeye Classic. Raqlyne won vault and placed second all-around at the State Championships.
