Jessica Langley was born in Coon Rapids, Minnesota on August 23, 1985. She is the daughter of Beth and Bob Langley. She was valedictorian of the Champlin Park High School class of 2003. During her club career, she competed for Twin City Twisters.
In 1999, Jessica competed as a level nine. She qualified to the Western Championships, the highest competition a level nine can attend. She moved up to level ten. In 2001, she finished tenth on floor at the JO National Championships after placed third all-around at Regionals. Jessica qualified to the JO Nationals in 2002 after placing fourth at Regionals. She was the alternate in 2003.
At Southern Utah State University, Jessica competed on floor in all but one meet during her freshman season. She competed on beam twice and vault once. All of her floor scores were counted but three. In 2005, Jessica competed on floor in every meet and on beam in all but one. Only one of her floor marks did not count for the team. During her junior season, Jessica competed in the all-around in the last six meets of the season. She was a 2006 Academic All-American. This was her last year on the SUU team.
