Jacqueline Lowe was born on September 25, 1998. She trained at Exper-Tiess Gymnastics in New York until the conclusion of the 2009 season. She trained at New Image for two seasons before moving to Farmingdale Gymnastics Academy.

In 2007, Jacqueline competed level seven. She made the National TOPs "B" Team in the fall. She moved up to level eight in 2008. She won a silver medal on floor at the Aquafina Team Challenge. Jacqueline finished fourth on beam and tenth all-around at Regionals. In the fall, she won the Pinky Stone Invitational. She continued competing level eight in 2009. Jacqueline won a bronze medal on floor at both the Team Challenge and Level 8 State Championships. She again finished in the top ten at Regionals. Following the level eight season, she qualified for hopes. Jacqueline competed at the US Challenge.

Jacqueline began competing level nine in the 2009-2010 season. In the late fall of 2009, she won floor and vault as a level nine at the Balloon Classic. At the Big Apple Holiday Classic, she placed second on floor. She finished third all-around at the Spirit of the America meet in January. At Regionals, she placed first on vault and sixth all-around. She finished seventh on beam at Easterns. In 2011, Jacqueline won bars, beam, floor and the all-around at the Heartland Spring Classic. She only competed on floor at the State Championships. At Regionals, Jacqueline placed second on bars and fifth all-around. She finished 14th all-around at Easterns.
