Keely McNeer was born on April 11, 1996. She trained at GymSouth until 2004. She then moved to Courthouse. Keely returned to GymSouth in 2007. Following the season, she moved to Baton Rouge, Louisiana, and began training at Elite. In the winter of 2009, Keely moved to Chow's Gymnastics in Iowa. She moved to Gymsports American and Miss Kim's Gymnastics in the spring of 2011.
In November of 2003, Keely competed level five. She placed second on vault at the Heartbeat Invitational. A year later, she competed level seven, finishing second on bars and floor. In November of 2005, Keely began competing level nine. She finished first on vault and second all-around at the No Fear Invitational. At the WOGA Classic, she finished fourth on vault and ninth all-around. Keely ended her season at Regionals.
She began competing level ten in 2007. She swept the gold medals at the Spring Fling Invitational and Mississippi State Championships. At Regionals, she placed fifteenth all-around. Keely made great improvements with her new gym in 2008, qualifying for the JO National Championships. She had a strong 2009 season. Keely won vault, bars and the all-around at the Le Bon Temps meet. At the Metroplex Challenge, she won vault and the all-around. Keely placed second on vault at the WOGA Classic. She won vault and bars at the Purple & Gold meet. At the Louisiana State Championships, she won vault, bars, and the all-around. At Regionals, Keely won vault and floor. She finished third all-around. Her final level ten meet of the season was JO Nationals. She finished seventh on vault, ninth on floor and 16th all-around.
Following the level ten season, Keely qualified to junior international elite. She finished 21st at the US Classic, making it to the US National Championships. In July of 2010, Keely qualified to her second US National Championships at the Bieger Elite Qualifier. She competed at the US Classic. At the US National Championships, Keely finished 15th all-around, making the US National Team.
